摘要

随着政府相关政策引导以及新一轮科技革命和数字经济的迅猛发展，公共事业国企作为国民经济发展的主导力量以及中国特色社会主义的重要支柱，数字化转型成为了企业发展的必然选择，探索行之有效的数字化转型典型模式成为了亟待解决的课题。本文基于公共事业行业国企数字化面临的核心问题，提出现状调研、顶层设计到业务架构、应用架构、数据架构、技术架构及治理体系的系统性总体规划框架，以及包含步骤划分的实施路径方案。

Abstract

With the guidance of relevant government policies and the rapid development of a new round of scientific and technological revolution and digital economy

state-owned utilities enterprises

as an leading force of the national economic development as well as a important pillar of socialism with Chinese characteristics

digital transformation has become an inevitable choice for the development of enterprises

and the exploration of effective typical models of digital transformation has become an urgent topic to be solved. Based on the core issues of digitalization faced by state-owned utilities

we proposed a systematic overall planning framework from current situation research

top-level design to business architecture

application architecture

data architecture

technology architecture and governance system

as well as an implementation path scheme with step-by-step division.
