摘要

本文针对云计算环境中日益突出的数据合规问题，从云服务商的角度出发，深入探讨数据合规责任的合理划分与有效履行机制。首先，通过对国内外相关法律法规的梳理，明确了云服务商在数据处理、存储、传输及保护过程中的法律责任边界。其次，文章构建了一套适用于云计算服务的数据合规责任划分模型，考虑了云服务商、云客户以及第三方服务商的角色和义务。最后，研究提出了包括政策制定、技术手段应用、内部管理改进、外部协作强化在内的多元履行机制。期望通过本研究，为云服务商建立健全数据合规管理体系提供理论指导和参考。

Abstract

This paper addresses the increasingly prominent issues of data compliance in cloud computing environments

taking the perspective of cloud service providers to delve deeply into the rational allocation and effective implementation mechanisms of data compliance responsibilities. It begins by examining and synthesizing domestic and international relevant laws and regulations

thereby clarifying the legal responsibility boundaries for cloud service providers during the processes of data processing

storage

transmission

and protection. Subsequently

the article constructs a comprehensive data compliance responsibility allocation model tailored for cloud services

considering the roles and obligations of cloud service providers

cloud clients

and third-party service providers. Finally

the research proposes a multi-faceted fulfillment mechanism encompassing policy formulation

application of technical means

internal management improvements

and enhanced external collaboration. The aim is to provide theoretical guidance and reference for cloud service providers to establish and improve their data compliance management systems through this study.
